Judy was raised in the Panama Canal Zone and graduated from DePauw University where she started her broadcasting career serving as Vice President of the University radio station WGRE. After graduation she work for VOA (Voice of America) she became the host of VOA's Country Music USA radio program and was also named the first VOA Music Director.
